1월 31일 월요일, Internet Assigned Numbers Authority (IANA)는 2개의 IPv4 주소 공간을 아시아 태평양 지역의 Regional Internet Registry (RIR)인 APNIC에 할당했으며 이는 남아 있는 IANA 풀을 균등하게 5개의 RIR사이에 즉시 할당하는 글로벌 정책을 촉발시켰다. 오늘 IANA는 이 블록들을 할당했다. 이는 IANA가 5개 RIR에게 할당하는 데 사용할 수 있는 IPv4가 더 이상 없다는 것을 의미한다.

IANA는 IPv4 주소를 전체 IPv4 주소 공간의 256분의 1에 해당하는 블록으로 RIR에게 할당한다. 각 블록은 “/8” 또는 “슬래시-8.”라고 부른다. 5개 RIR 공동체가 모두 합의하고 2009년, IANA 기능을 책임지는 국제 기관인 ICANN이 인준한 글로벌 정책은 IANA IPv4 이용 가능 풀이 5개의 /8 블록만 남을 경우 이 블록들은 동시에 그리고 균등하게 5개 RIR로 분배하도록 규정하고 있다.

“오늘은 인터넷 역사에서 역사적인 날이며 우리가 오랫동안 예상해 왔던 순간이다. 인터넷의 미래는 IPv6이다. 인터넷의 모든 관련 당사자들은 이제 IPv6를 전개하기 위한 확고한 조치를 취해야 한다”라고 라울 에체베리아(Raúl Echeberría) Number Resource Organization (NRO) 의장은 말한다. NRO는 5개 RIR의 공식 대표 기관이다.

“지금은 인터넷의 지속적인 발전을 위한 진정으로 중요한 전환점이다. 아무도 여기에서 벗어날 수 없으며 인터넷 기술 위원회는 상당히 오랫동안 IPv4 고갈에 대해 대비해 왔다. 그러나 이는 IPv6가 인터넷이 그 놀라운 성장을 지속하고 우리가 기대해 온 글로벌 혁신을 강화하도록 할 수 있는 존재라는 점에서 IPv6의 채택은 지금 정말 중요한 의미를 갖는다”라고 로드 벡스트롬(Rod Beckstrom) ICANN 사장 겸 CEO는 말했다.

IPv6는 “차세대” 인터넷 프로토콜로, 상당히 확장된 주소 공간을 제공하여, 인터넷이 미래를 향해 성장할 수 있도록 해 준다. “전 세계 수십억 인구가 트위터 사용에서 청구서 지불에 이르기까지 모든 일에 인터넷을 사용하고 있다. IPv4에서 IPv6로 전환되는 것은 핵심 인터넷 IP 주소 고갈에 대한 공포 없이 더욱 혁신적인 애플리케이션을 실행할 수 있는 기회를 의미한다”라고 엘리제 게리치(Elise Gerich) IANA 부사장은 밝혔다.

IPv6의 채택은 모든 인터넷 이해당사자들에게 필수적인 의미를 갖는다. RIR는 현지, 지역 및 글로벌 수준의 네트워크 운영업체들과 10년 이상 IPv6 채택에 대한 교육과 조언을 제공하고 모두 IPv4의 고갈에 대비할 수 있도록 하기 위해 협력해 왔다.

“각 RIR은 최종 /8 모두를 IANA로부터 기존의 배포할 IP 주소 보유분에 추가하여 받게 된다. 접수한 주소 공간 요청에 따라, 이 주소 공간들은 각 RIR을 몇 주부터 몇 달까지 지탱할 수 있게 해줄 것이다. RIR과 ISP들이 IPv4 주소 공간 요청을 거부할 수 밖에 없는 것은 시간 문제일 뿐이다. IPv6 채택은 이제 선택이 아닌 필수이다”라고 에체베리아(Echeberría) 의장은 덧붙였다.

Number Resource Organization (NRO)은 5대 대륙별 인터넷 레지스트리(RIR)를 관할하는 조율 단체이다. 5대 RIR -- AfriNIC, APNIC, ARIN, LACNIC 및 RIPE NCC –은 인터넷 번호 자원 (IPv6 및 IPv4 주소 그리고 자율 시스템(AS) 번호)를 해당 대륙에서 공정하고 균등하게 배분하는 것을 보장한다. 대륙별 인터넷 레지스트리(RIR) 관련 정보

NRO를 구성하고 있는 5대 대륙별 인터넷 레지스트리(RIR)는 기술적 조율을 통해 인터넷의 인프라를 지원하는 독립적이며 비영리적인 회원 조직이다. 인터넷 할당 번호 관리 기관(IANA)은 인터넷 번호 자원이라고 함께 알려져 있는 IP 주소 및 ASN 블록을 RIR에게 할당하며 RIR은 이것들을 자신의 해당 서비스 지역 내에 있는 사용자들에게 배분한다. RIR로부터 자원을 직접 제공받는 조직으로는 인터넷 서비스 제공업체(ISP), 통신 관련 조직, 대기업, 정부, 학술 기관 및 최종 사용자를 포함한 업계 이해 당사자 등이 있다.

RIR의 개방적이고 투명한 참여 모델은 급속히 변화하는 인터넷 환경에 대응하는 데 성공적임을 입증했다. 모든 RIR은 매년 한 번 혹은 두 번의 개방적인 회의를 주최하며 공동체들의 온라인 토론을 장려하여 기술 공동체, 비즈니스 부문, 시민 사회와 정부 규제 당국들이 아이디어를 교환할 수 있는 열린 공간을 제공하고 있다.

Free Pool of IPv4 Address Space Depleted

The Number Resource Organization (NRO) announced today that the free pool of available IPv4 addresses is now fully depleted.

On Monday, January 31, the Internet Assigned Numbers Authority (IANA) allocated two blocks of IPv4 address space to APNIC, the Regional Internet Registry (RIR) for the Asia Pacific region, which triggered a global policy to allocate the remaining IANA pool equally between the five RIRs. Today IANA allocated those blocks. This means that there are no longer any IPv4 addresses available for allocation from the IANA to the five RIRs.

IANA assigns IPv4 addresses to the RIRs in blocks that equate to 1/256th of the entire IPv4 address space. Each block is referred to as a “/8” or “slash-8.” A global policy agreed on by all five RIR communities and ratified in 2009 by ICANN, the international body responsible for the IANA function, dictated that when the IANA IPv4 free pool reached five remaining /8 blocks, these blocks were to be simultaneously and equally distributed to the five RIRs.

“This is an historic day in the history of the Internet, and one we have been anticipating for quite some time,” states Raúl Echeberría, Chairman of the Number Resource Organization (NRO), the official representative of the five RIRs. “The future of the Internet is in IPv6. All Internet stakeholders must now take definitive action to deploy IPv6.”

“This is truly a major turning point in the on-going development of the Internet,” said Rod Beckstrom, ICANN‘s President and Chief Executive Officer. “Nobody was caught off guard by this; the Internet technical community has been planning for IPv4 depletion for quite some time. But it means the adoption of IPv6 is now of paramount importance, since it will allow the Internet to continue its amazing growth and foster the global innovation we’ve all come to expect.”

IPv6 is the “next generation” of the Internet Protocol, providing a hugely expanded address space and allowing the Internet to grow into the future. “Billions of people world wide use the Internet for everything from sending tweets to paying bills. The transition to IPv6 from IPv4 represents an opportunity for even more innovative applications without the fear of running out of essential Internet IP addresses,” said Vice President of IANA Elise Gerich.

Adoption of IPv6 is now vital for all Internet stakeholders. The RIRs have been working with network operators at the local, regional, and global level for more than a decade to offer training and advice on IPv6 adoption and ensure that everyone is prepared for the exhaustion of IPv4.

“Each RIR will have its final full /8 from IANA, plus any existing IP address holdings to distribute. Depending on address space requests received, this could last each RIR anywhere from a few weeks to many months. It's only a matter of time before the RIRs and Internet Service Providers (ISPs) must start denying requests for IPv4 address space. Deploying IPv6 is now a requirement, not an option,” added Echeberría.

About the Regional Internet Registries (RIRs)

The five Regional Internet Registries (RIRs) that make up the NRO are independent, not-for-profit membership organizations that support the infrastructure of the Internet through technical coordination. The Internet Assigned Numbers Authority (IANA) allocates blocks of IP addresses and ASNs, known collectively as Internet number resources, to the RIRs, who then distribute them to users within their own specific service regions. Organizations that receive resources directly from RIRs include Internet Service Providers (ISPs), telecommunications organizations, large corporations, governments, academic institutions, and industry stakeholders, including end users.

The RIR model of open, transparent participation has proven successful at responding to the rapidly changing Internet environment. Each RIR holds one or two open meetings per year, as well as facilitating online discussion by the community, to allow the open exchange of ideas from the technical community, the business sector, civil society, and government regulators.
